Job description

Chemonics International, a U.S.-based development consulting firm, is seeking a short-term Procurement Manager for a project that delivers fast, flexible assistance to support democracy in the region. The Procurement Manager will be based in Vilnius and serve as a key member of the team, leading project procurement management over the next 6-7 months as Chemonics sets up operations and activities in the country and region. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities

Responding in a timely manner to procurement requests, in coordination with the Program Development Officer, Grants Manager, and Finance and Administration Specialist.

Overseeing procurements conducted in accordance with Chemonics procurement policies and USAID FAR and AIDAR regulations in support of operations and technical activities.

Coordinating with local and regional vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.

Monitoring contracts and purchase orders issued to vendors and following up as necessary to ensure compliance to terms and conditions.

Maintaining the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.

Assisting with the project’s commodity management tracking system and providing accurate information to the project director for office inventory

Providing procurement status reports and inventory summaries as requested by project staff.

Traveling locally and regionally as required to inspect, confirm delivery, and facilitate disposition of equipment at grantee sites.

Qualifications

University degree required;

At least two (2) years of progressively responsible procurement and logistics work experience;

Experience with international donor-funded projects preferred, but not required.

Strong verbal and written communications skills to conduct procurements in a professional, objective manner;

Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on Chemonics and its clients;

Ability to work in a professional and cordial manger with fellow staff members, partners, grantees, vendors, and the general public;

Advanced skills in word processing and Excel;

Demonstrated leadership, versatility, and integrity;

Fluent Lithuanian; strong verbal English and proficient written English required; Russian and/or Belarusian preferred;

Willingness to travel to grantee sites outside of Vilnius and/or Lithuania.

Salary

1600-2600 €/mon. gross
Chemonics will not sponsor residency or work permits for this position, therefore only applicants with the legal right to live and work in Lithuania will be considered.
