Save the Children Lithuania is searching for a Safeguarding Officer.

ROLE PURPOSE:
Save the Children International is committed to strengthening our Child Safeguarding work in humanitarian settings – with robust mechanisms for prevention, disruption and response, offering support to survivors, promoting a child safe environment, and holding those responsible for abuses to account.

The Humanitarian Safeguarding Officer will proactively support the Safeguarding function embedded within our Humanitarian, focusing on supporting and strengthening safeguarding at every stage within large humanitarian responses, from the emergency preparedness stage, through to exit strategy planning.

RESPONSIBILITIES:

  • Drive the safeguarding priorities within Lithuania and ensure integration within operational and project plans and implementation and monitoring of activities.
  • Safeguarding Officer will collaborate with colleagues to conduct trainings, refresher trainings and induction of project staff, partners, contractors, etc. on norms, procedures, risks, and requirements of safeguarding.
  • He/She will collaborate with and support colleagues across functions and thematic areas to identify and mitigate safeguarding risks linked with project and response interventions.
  • Work collaboratively with other sectors to improve safeguarding risk management.
  • Identify potential tools and systems in order to develop a more effective way of working in relation to safeguarding within humanitarian responses.
  • Develop new information and communications materials on humanitarian safeguarding.
  • Deliver training/webinars on safeguarding as required.
  • Capture and communicate meeting outcomes and key messages to various stakeholder groups.
  • Support follow up on humanitarian safeguarding recommendations from Operations Control Reviews, Real Time Review deployments, Global Assurance Audits.
  • Provide a significant degree of flexibility in out of hours support as and when required.
  • Lead on any projects as delegated by the Head of Advocacy & Safeguarding, work cooperatively with the Head of Advocacy & Safeguarding to set up effective and accessible Safeguarding systems in place. This includes establishing safe and confidential reporting and case management systems and working with MEAL on accountability mechanisms, including but not limited to Community Feedback and Reporting mechanisms.
  • Lead on the selection, initial training , continuous learning , support and management of Safeguarding Focal Points
  • Undertake and or support the development of local safeguarding procedures in line with mapping of local external environment (legal framework, cultural considerations, survivor support services etc.) in line with global guidelines and international protocols and standards.
  • Work with relevant colleagues establish referral pathways in relation to survivor support and after care; reporting to local authorities and referral of any abuse and harm towards children and adults at risk external to Save the Children.
  • Support the capturing and sharing of lessons learnt on safeguarding and share with relevant colleagues in country to strengthen prevention measures.
  • Coordinate and distribute information and communications materials on child and adult safeguarding, including but not limited to PSEAH, and adapt materials to the local context based on gender, disability inclusive and child conflict sensitive consultations.
  • Work on preventing SEAH and other Safeguarding risks through working with programme colleagues to empower women and girls.
  • Regularly consult women and children to understand their preferred methods of reporting risks and incidents and work with safeguarding colleagues to adapt existing reporting mechanisms to respond to their specific needs/preferences
  • Provide research, administrative project support to humanitarian safeguarding projects.
  • Represent humanitarian safeguarding in any working group as required.
  • Any other reasonable project support as required.

SKILLS AND EXPERIENCE:

  • Knowledge and/or experience of safeguarding, social work, child protection, gender, Protection from Sexual Exploitation, Abuse and Harassment, or SGBV.
  • Excellent communication skills.
  • Proven writing and numerical skills and experience in writing/editing briefing documents.
  • Proven attention for detail and ability to effectively analyse and manage a high volume of data and information.
  • Excellent interpersonal, verbal and written communication skills in order to deal tactfully and sensitively with a wide range of people in a large organisation, very often at a distance.
  • Good team member skills, including the ability to be part of and organise, support, manage and develop a small team.
  • Experience in designing and delivering training or workshops.
  • Ability to manage stress be flexible and accommodating in difficult and frustrating working circumstance.
  • Fluency in written and spoken English.
  • Undergraduate or Masters degree, preferably in Social Work, Gender, Child Protection, Human Rights, Humanitarian Action, Anthropology, Development, Conflict or related Social Sciences degree.
  • Commitment to and understanding of child rights, as well as of Save the Children’s aims, values and principles.
  • Ability to take a proactive approach to problem solving, to recommend and implement continuous improvement initiatives.

Desirable:
  • Understanding of IASC principles relation to Sexual Exploitation and Abuse, CHS Humanitarian Standards, the CHS PSEAH index and other related protocols and minimum requirements in relation to PSEAH and safeguarding.
  • Understanding on safer programming approaches
  • Monitoring, Evaluation, Accountability and/or Learning (MEAL) experience.
  • Knowledge of Save the Children’s key sectors
  • Strong presentation skills.
  • Knowledge of international humanitarian systems, institutions and donors.
  • Experience in conducting and managing investigations in relation to safeguarding concerns and reports
  • Language abilities in Ukrainian, Polish, Russian
